order creation by the accession holder user

As far as we understood, the order management users should be able to create orders from scratch, for example when a customer wants to order accessions without using RARe, but directly on the phone).

1. Is that indeed necessary?
2. If so, can we make the following assumptions?

• the customer will have to provide the same information on the phone as he would provide when creating a basket:
  • email
  • name
  • postal address
  • customer type
  • rationale
• the order will only contain accessions for a single accession holder (because the order management user creating the order won't be able to fill in accessions for other accession holders)

The plan here is to create a pre-approved basket and the associated order, so that the model of these orders is identical to "normal" orders.
