Add source: data producer in stm_description tj_stationmesure_stm

After discussion, perhaps best not to change the db structure that would have consequences everywhere but set good practise to always add source:Banque hydro at the end of the field. Check report_env to be sure that this field is reported in graphs, and issue a warning if not there.
